Organisational Structure of Teekoy Grama Panchayat
Teekoy Grama Panchayat is a Local Self-Government Institution (LSGI) in Kerala. Its organisational structure follows the framework generally prescribed for Grama Panchayats under the Kerala Panchayat Raj Act.
1. Political Wing
- Panchayat President – The elected head of the Grama Panchayat.
- Vice President – Assists the President and performs the duties of the President in his/her absence.
- Ward Members – Elected representatives from each ward who collectively constitute the Grama Panchayat Committee.
2. Standing Committees
The Grama Panchayat functions through Standing Committees dealing with different areas of administration:
- Finance Standing Committee
- Budget
- Taxation
- Financial management and control
- Development Standing Committee
- Agriculture
- Animal husbandry
- Infrastructure development
- Development projects
- Welfare Standing Committee
- Social welfare
- Women and child development
- Welfare of Scheduled Castes and Scheduled Tribes
- Welfare programmes
- Health & Education Standing Committee
- Public health
- Sanitation
- Education
- Related welfare and development activities
3. Steering Committee
The Steering Committee generally comprises:
- President
- Vice President
- Chairpersons of the Standing Committees
It coordinates various activities of the Grama Panchayat.
4. Administrative Wing
- Secretary – Chief Executive Officer responsible for the administration and implementation of decisions of the Panchayat.
- Assistant Secretary
- Head Clerk / Superintendent
- Accountant
- Clerks
- Office Staff
- Field Staff and other supporting personnel
The administrative wing implements the decisions taken by the elected Panchayat body.
5. Component Institutions
The Panchayat area includes various government and allied institutions such as:
- Krishi Bhavan
- Family Health Centre / Health Institutions
- Government Ayurveda and Homoeopathy institutions
- Veterinary Dispensary
- Anganwadis
- Government and aided educational institutions
- Libraries and cultural institutions
- Drinking water and sanitation facilities
- Other Panchayat-related institutions
6. Public Participation Mechanisms
Public participation is ensured through:
- Gram Sabhas in each ward
- Development Seminars
- Beneficiary Committees
- Working Groups
- Other participatory planning mechanisms
These mechanisms enable citizens to participate directly in planning, implementation, monitoring and evaluation of Panchayat development programmes.
