Grievance Redressal
Grievance Redressal Mechanisms
Teekoy Grama Panchayat has various grievance redressal mechanisms for receiving complaints related to public services and ensuring their timely resolution.
1. At the Grama Panchayat Level
Complaints may be submitted through the following channels:
- Directly at the Panchayat Office
- In writing to the Secretary
- Through the Complaint Box
- By e-mail, if available
- Through the online grievance portal, if available
Responsible Officer: Secretary, Teekoy Grama Panchayat
2. Grama Panchayat Committee
Complaints related to Panchayat administration, development activities and other matters may be brought to the attention of the Grama Panchayat Committee.
3. Gram Sabha
Members of the public can raise complaints, suggestions and grievances during Gram Sabha meetings. The suggestions and issues raised in the Gram Sabha are considered by the Panchayat and necessary action is taken.
4. Standing Committees
Issues falling within the respective areas of responsibility may be presented before the concerned Standing Committees:
- Finance Standing Committee
- Development Standing Committee
- Welfare Standing Committee
- Health & Education Standing Committee
5. Panchayat Department
If a satisfactory resolution is not received from the Grama Panchayat, the complaint may be submitted to the concerned officers of the Panchayat Department, including:
- Panchayat Department
- Deputy Director of Panchayats
- Office of the Deputy Director of Panchayats, Kottayam
6. Local Self Government Department Grievance Redressal System
Administrative complaints may also be submitted through the grievance redressal mechanisms of the Local Self Government Department.
7. Complaint under the Right to Information Act
If a reply to an RTI application is not received or the applicant is not satisfied with the reply, the applicant may approach:
- First Appellate Authority
- Kerala State Information Commission
8. Ombudsman
Complaints relating to corruption, irregularities, maladministration or misuse of authority in Local Self-Government Institutions may be submitted to the:
Ombudsman for Local Self Government Institutions
9. Grievance Redressal Time
- Acknowledgement of complaint: Immediately
- Preliminary examination: Within 7 days
- Resolvable complaints: Normally within 15–30 days
- Complaints requiring detailed enquiry: Within the time limit prescribed under the applicable rules
Rights of Citizens
Every complainant has the right to:
- Receive acknowledgement of the complaint
- Enquire about the status of the complaint
- Receive a fair and reasonable resolution
- Seek an appeal or further remedy, wherever applicable.
